What is the little circular plastic part on turntables that sits perfectly where the record would?

It seems to serve no real purpose. It sits perfectly where the record does, either alone or under/on top of the record, and seem to make no difference anywhere. It's stored in the surface of the record player and pops out to be totally loose. Looks kind of like a tiny steering wheel.
